Concept自愿监管 / 企业自律
Self-regulation
A governance model in which companies voluntarily adhere to safety standards, voluntarily disclose incidents, and voluntarily submit to external review, without relying on legal enforcement or independent regulators. Its core flaw is misaligned incentives: the company simultaneously occupies the roles of both regulated entity and regulator.
